The regulations go on to explain what is meant by ‘readily accessible to and usable by’ :

“...that it can be approached, entered, and used by individuals with disabilities (including mobility, sensory, and cognitive impairments) easily and conveniently”

And they also state that if a particular type of facility is not addressed by the standards , the above language, “that it can used by individuals with disabilities (including mobility, sensory, and cognitive impairments) easily and conveniently” is the safest guide.

So even if there aren’t specific standards, all new construction and alterations are supposed to be accessible and usable by individuals with disabilities.
