The pedestrian signal phase is made up of three parts. The WALK interval is typically 4-7 seconds and is the time designated for pedestrians to start their crossings. The next interval, the flashing DON’T WALK, is the time to allow those pedestrians who have already started their crossings to complete their crossings. No pedestrians should start a crossing during flashing DON’T WALK since they will likely not have time to complete the crossing before vehicles are given the green light. The final interval is the steady DON’T WALK during which no pedestrians should start their crossing and are hopefully finished with any crossing already started.
