Where are APS required? As discussed in module 1, the ADA (Americans with Disabilities Act) and Section 504 of the Rehabilitation Act include a requirement for nondiscrimination in programs and activities. There is also a requirement for effective communication with persons with disabilities.

Those requirements, along with the proposed Public Rights-of-Way Accessibility Guidelines, imply that APS should be installed where ever pedestrian signals are installed.

However, the practice in most of the United States has been installation of APS only where requested, and even then, requests may be denied for various reasons.
