Now we consider the vehicle signal control and its effect on pedestrians who are blind or who have low vision.

As mentioned in the video earlier, vehicles turning right on red can be confusing to pedestrians who are blind or who have low vision. The surge of a right-turning vehicle may lead pedestrians who are blind incorrectly believe that the parallel traffic has the green and that it’s the time to cross. In fact, they would be in conflict with the through traffic on the street being crossed. Just in general, right turn on red makes the traffic sounds harder to interpret because there are lots of little “surges” and conflicting sounds.
