Proposed PROWAG is the first regulation to consider. The Access Board released proposed Accessibility Guidelines for Pedestrian Facilities in the Public Right-of-Way on July 26, 2011. The Access Board guidelines are focused on minimum standards for new construction. Proposed PROWAG is not a final rule yet, but it provides direction to municipalities regarding ADA requirements for public rights-of-way. In any APS installation, the requirements of proposed PROWAG should be the goal. This is true in retrofit as well as new construction. As described earlier, there may be more flexibility in retrofit or alterations situations, but the new construction guidelines should be used to the maximum extent feasible.
